Is licorice plant an annual or perennial?

Do a little, get a lot. Licorice plants are exceptionally easy to grow. They dont need much in the way of fertilizers. Avoid over-watering. Vigorous growth and elegant silver-frosted foliage. My order never arrived, it is 2 months post revised ship date. I don't mind late deliveries but the customer service isn't great. I was told a lot of different things by different people about why my package was lost and why I couldn't get a refund.

Buyer beware. Don't be like me, buy from a local nursery. I am filing a report with the BBB. These maybe annuals, but mine easily overwinter in the pots where they originally planted two or three years ago. I am in the PNW, near Portland zone 8b.
